Accomplishments

Updating packages to support pytest has continued: afw (DM-7207), meas_modelfit (DM-7358), obs_subaru (DM-7378), and obs_lsstSim (DM-7384).
meas_algorithms now works with Python 3 (DM-7289)
processFile has been updated to enable it to work again. (DM-7421)
A new algorithm for correcting DCR in templates has been implemented. (DM-6249)
Afterburner plugins have been renamed. (DM-6919)

The Python testing instructions have been updated with more information on the lsst.utils.tests asserts. (DM-7281)
A report on the differences in zeropoint offset between HSC and LSST has been written. (DM-6490)
A document entitled Notes on candidate message queue tech for alert system has been written. (DM-7423)
A document entitled Archive Message/Data Diagram has been written. (DM-7388)
A policy for health check failure in the middleware has been written. (DM-6962)
A report on the performance of the initial L1 database design has been completed. (DM-6370)
It has been noted that some tests are overly sensitive to the random seed (DM-7390)

RFC-215: ADOPTED Disallow executable tests due to #!/usr/bin/env python problems on OS X.
RFC-211: IMPLEMENTED Design for new WCS and XYTransform.

SUBMITTED: An update to the DPDD (LSE-163) has been submitted to the Change Control Board as LCR-758.
SUBMITTED: No Mountain - Base Network Operating Costs in FY16.

The DM software stack has been built successfully on macOS Sierra. There are no known issues at this time.
An issue preventing healpy being built by Jenkins/lsstsw if it was an optional dependency has been fixed. (DM-7386)
esutil has been updated to v0.6.0. This version supports Python 3. (DM-7294)
