No, it doesn’t appear to be part of reStructuredText or implemented in docutils or Sphinx. It could be reasonable to implement, though.
Do you need this feature permanently for the technote, or is it to temporarily show changes to collaborators?
Permanently was the idea. But “need” is too strong a word. I’ll denote the same information in other ways.
