When you use lsstinstall you have to tell it which version of the software you are intending to install. You have ended up with the default conda environment rubin-env
10.0 which is not compatible with v28 which needs env 9. lsstinstall
will install 9 if you tell it you are intending to work with v28.

I will retrace my steps. I know I used the install steps I documented over a year ago…need to compare it to the currently documented steps.

We no longer recommend newinstall. If it works for you that’s fine but we now want people to use lsstinstall - Install with lsstinstall and eups distrib — LSST Science Pipelines
