A new version of RTN-011, v5.1 has been tagged and uploaded to zenodo. The document should be cited using same all-version DOI as before 10.5281/zenodo.5683848.
This minor release contains a statement on non-sidereal tracking in Section 6:
" There is no non-sidereal observing in the Rubin baseline survey plan and consequently there will be no non-sidereal tracking available during the early science era"
