Uniformity in the survey

Everybody want uniformity in some parameters, but some of these wishes are mutually inconsistent. I would like to see all the cases for uniformity developed in breakouts and brought together in a plenary so that conflicting demands could be piled on one table. An extremely important example is whether or not it is important for uniformity in a parameter to be achieved in less than 10 years, and if so when (some want it after 1, 2 or 5 years). This is closely related to rolling cadence, which disturbs some elements of uniformity, or is prevented by it.
