Updating the Observatory pages to v4.0 simulaiton information and Phase 3 recommendations

Wearing my SSSC co-chair hat on: The excellent survey strategy documentation webpages haven’t been updated with v4.0 or Phase 3 information, figures, and links. Is it possible to get this updated for those who are working on NSF and NASA proposals over the next month have the most up to date information?
