According to LDM-612 (https://ldm-612.lsst.io/), there will be alerts sent during the commissioning phase. Alert data will be provided during this phase to enable engineering tests of selected brokers, but will these alerts be world-public?
In the Rubin Observatory Data Policy (RDO-013), DPOL-515 says
DPOL-515 Commissioning Data: Release of commissioning data to LSST Users will be asresources permit and at the discretion of the Rubin Observatory Operations team. Commissioning data will be proprietary and subject to the same policies as LSST data during operations.
Since alerts are world-public during operations (DPOL-503), this means that any alerts issued during commissioning will be world-public as well.
