Deploying rubin-env 4.0.1

On Wednesday, 2022-06-01, we updated our build infrastructure to use version 4.0.1 of the rubin-env conda-forge metapackage. The w_2022_23 weekly will be the first tagged release to incorporate this change.

This new environment sets the minimum allowed version of the idds-client and idds-doma packages to 0.11.0 to support the ctrl_bps_panda package. There are no other changes.

Users should only need to update to rubin-env 4.0.1 if they have an existing rubin-env 4.0.0 environment from 2022-05-24 or 2022-05-25 and plan to build from source using it. rubin-env 4.0.0 environments installed after those dates should include the proper idds packages by default, and binary packages can be installed in all 4.0.0/4.0.1 environments. Just as for rubin-env 4.0.0, source code and binaries from before the w_2022_22 release cannot be used with rubin-env 4.0.1.

Note that the w_2022_22 Science Pipelines and Rubin Science Platform Docker containers contain older versions of the idds packages but should still function properly.
