Gafaelfawr upgrade to 12.0.0 or later required

Any Science Platform deployment based on Phalanx should upgrade to Gafaelfawr 12.0.0 or later within the next month. This release changes the GafaelfawrIngress custom resource definition schema to add new fields that will be used to (optionally) collect service metrics, as well as support for some Helm chart simplifications.

We expect to start using these changes in Phalanx in the middle of December. Once we begin doing so, most Phalanx applications will not be able to sync to their current versions until Gafaelfawr has been upgraded.

Completed at FrDF (12.1.0), synchronized with the main phalanx branch.

We’re planning to upgrade the UK IDAC on Thursday 28th November, having first tested on our test RSP instance.

Following a slight delay, the UK IDAC RSP is now running the latest version of Gafaelfawr, 12.2.0.
