Typo bug in meas_algorithms/utils.py

Hi all,

I think there may be a bug in measure_algorithms/utils.py that’s been introduced by a typo. At line 595 (https://github.com/lsst/meas_algorithms/blob/717baa358debf68beb10145ff3d27bbd7e32f801/python/lsst/meas/algorithms/utils.py#L595) and at line 598 I believe “isntFluxToMagnitude” should read “instFluxToMagnitude” (i.e., isnt to inst).
