Profile Header and Background view? Are these photos? I may have missed the help options to understand what these mean, in trying to complete my profile.

Those are images, and keep in mind that they’re completely optional — most folks haven’t set them up, including myself!
The “profile header” is an image that needs to be 1110 pixels wide, and (if I’m not mistaken) it becomes the background across the header of your profile page (e.g. Profile - jsick - Rubin Observatory LSST Community forum).
The “user card background” is an image that’s 590 pixels wide and becomes the background for the user card that appears if you click on a person’s avatar image in topic and category views.
